A Napanoch woman was charged June 24 by Ulster County Sheriff's deputies with nine counts of animal cruelty. Camille Fraracci, 59, has been charged with failing to provide shelter to impounded animals after complaints were received from customers at the flea market in the Valley Mall in Napanoch.
