Mr. Wise stated he had tried to cut the collar out of the neck of the dog but it screamed.  Mr. Wise stated he had noticed the collar about 2 weeks prior but had not had time to take the dog, named Boots, to the vet.  Mr. Wise stated he didn't want to put her into his truck because she smelled so bad.  Mr. Wise stated his kids and wife would not touch the dog.  No water was available and Boots drank for 4 minutes without stopping when water was offered.   Another dog was also seized from the property.

Wise pleaded no contest and was sentenced to 30 days in county jail.
