She was ordered never to own or harbor a pet again, but now Rosalie Kindle might be up to her old habits. Belmont County Humane Officer, Lisa Williams, got a tip that the woman had a severely neglected animal in her apartment. The officer was able to get a search warrant and enter. What she found was shocking and may lead to criminal charges. Williams tells Seven News she found one cat paralyzed and with open wounds and maggots. They took it to Animal Urgent Care but it had to be euthanized. The report is being forwarded to the prosecutor's office and charges may be filed. Rosalie Kindle is reportedly in her late 70's to early 80's.
