Bobby Aaron, 44, of 1820 East 23rd Street was charged with two counts of cruelty by neglect and two counts of failure to have dog licenses.

One of his dogs appeared to be malnourished and could only take a few steps without falling down. A second dog was tied to a branch with a chain and cable with no slack in the lines.

An unidentified caller contacted police saying a pair of dogs appeared to be suffering from neglect.

The officers said that the chain tightened whenever the brown-and-white dog turned.

In the yard near the alley, there was a small mix laying on its side, breathing very slowly. When one of the officers bent down to pet it, the dog could barely lift his head.

"There were a number of flies around the dog, chewing on its ears, fling around its head and face, but the dog was not reacting ... The dog was so thin it had no substance to the flesh ... The dog was so thin it had no substance to the flesh, its bones were visible through its coat, and it appeared to be almost entirely covered on its skin with a layer of maggots."

Aaron said he had been out of town and a relative was supposed to care for the animals but there was some kind of a mix up. He told police he had been gone 60 days.

The black & white dog was destroyed for humane reasons.
