City officials removed 30 cats and kittens, three puppies and four dogs from a home where they were living in unsanitary conditions. Most of the animals were visibly malnourished.
No one was home when the city officials arrived at the home located in the 400 block of Delaware Street. The tenant who rents the home and lives there was reported to be at work.
A dog's skin was torn because of a chain that it had around its neck. One of the dog's had mange.
Elsie Franklin, Gary Health Department said, "The animals will get whatever medical treatment they need."
Other members of the task force at the home were the health department, building department, code enforcement, fire department, police and animal control.
The building and code enforcement officials said the rental was unfit for occupancy because of various problems inside and outside.
Elsie Franklin said, "There were flies, dog feces throughout the house, and flea infestation." Other problems which were noted are lack of running water, high yard weeds, plus heating and electrical problems. "The tenant will have so many hours to move. Then the building will be boarded up."
Bill Wilson, owner and landlord of the property has been cited. He arrived at the property as the animals were being removed from the property.
Wilson doesn't live in the house. He said his tenant was not allowed to have pets. The landlord/tenant agreement stated the tenant was to maintain the property.
Wilson said, "How did it get like this? You got me. If the landlord is responsible for all the wrong done on this property and he doesn't live here ... well, that's unfair." Wilson has no plans to do any work on the house. References- Gary IN Post-Tribune - Aug 16, 2000
