A quiet family property on the Broadneck Peninsula was being used to train pit bulls for bloody fights, county Animal Control officers say.
Two men facing felony animal cruelty charges in the case are set to go to trial in January 2006. Kenneth Moulden, 31, of St. Margarets and Kevin Parker, 25, of Severn could face three years in prison if convicted.
On March 24, 2005, Animal Control officers were called to 1604 Clay Hill Road in St. Margarets for a report of dog fighting. They were greeted by a white pit bull covered with wounds and bleeding from the mouth, head, chest and legs, according to charging documents. The officers and county police took that dog and six others found on the property or neighboring parcels; all but one had wounds, according to charging documents. One, an 8-month-old dog named B.J., had more than 20 puncture wounds, some of them badly infected.
All the animals recovered and their owners surrendered them to Animal Control, said county police Lt. Jonathon Church, who oversees Animal Control. He wasn't sure what happened to them after that.
The charging documents say there was a heavy cord attached to a sheet hanging from a tree on the 14-acre collection of properties. "Dog fighters use this to strengthen the dog's neck and jaw muscles by letting it hang off the device by its teeth," Animal Control Officer Rachel Fabrizi wrote.
Mr. Moulden is in jail and doesn't have an attorney in the case. He's also facing trial in two felony drug cases. A woman who answered the phone at his listed address, 1701 St. Margarets Road, said he doesn't stay there but uses that address. That home is around the corner from Clay Hill Road. A lawyer for Mr. Parker, who's accused of owning one of the dogs taking part in fights, said there was no dog fighting at all on the premises. Both men's trials are set for Jan. 19, 2006.
Case UpdatesAccording to court records, on 12/8/06, Timothy Hicks pleaded guilty to one misdemeanor count of failure to provide adequate care for an animal. Four felony counts of dog-fighting were dismissed as part of a plea bargain. Hicks was sentenced to one year of probation.
On 3/30/06, Kenneth Moulden and Kevin Parker pleaded guilty to one misdemeanor count of failure to provide adequate care for an animal. Four felony counts of dog-fighting were dismissed as part of their plea agreements. Moulden was sentenced to 90 days in jail. Parker received a suspended one-year jail sentence, a $595 fine, and was placed on one year of probation.
