In April 2001, animal exhibitor Michael Jurich dba Prairie Wind Animal Refuge in Agate, Colo. APHIS intends to show the exhibitors involved were not licensed and violated the AWA in the areas of handling, public contact, veterinary care, food, housing, sanitation, husbandry, and pest control.

On August 3, 2001, animal exhibitor Michael Jurich of Prairie Wind Animal Refuge, Inc. in Agate, Colo. Jurich settled his case with the USDA and agreed to a $4,000 fine to be paid by Sept. 10, 2001. If the fine is not paid within that time, an additional $2,000 will be due without further procedure. Jurich also agreed to a two-year probationary period. During the probation, Jurich may not apply for a license or engage in activities for which a license is required. If any activities of this nature take place, an additional penalty of $15,000 will be assessed and Jurich's previously held license will be revoked without further procedure.
