In February 1997, the U.S. Department of Agriculture and Michigan State University, a registered animal research facility, agreed to a consent decision and order regarding violations of the Animal Welfare Act.

Michigan State University neither admitted nor denied any violations of the AWA but agreed to pay a civil penalty of $30,000. Of this fine, $20,000 is to be used to purchase supplies, perform maintenance, and provide training for employees.
