In June 1997, a U.S. Department of Agriculture administrative law judge found Gary R. Edwards of Carl Edwards and Sons Stables in Dawson, Ga., guilty of violations of the Horse Protection Act.
"Anyone who would enter a sore horse into competition has no regard for the law and no compassion for his horse," said W. Ron DeHaven, acting deputy administrator for animal care with the Animal and Plant Health Inspection Service, a part of the marketing and regulatory programs mission area. "Soring is a cruel and illegal practice used by competitors who hope to achieve an unfair advantage at the expense of their animals."
APHIS inspectors found that on March 30, 1997, Edwards knowingly violated the HPA by entering "Time Around Town" in the National Walking Horse Trainers Show in Shelbyville, Tenn., while the horse was sore. "For this violation Edwards must pay a $2,000 fine and he is disqualified for five years from showing, exhibiting, or entering any horse in any horse show, horse exhibition, horse sale, or horse auction anywhere," DeHaven said.
In addition, Edwards is also disqualified from judging, managing, or otherwise participating in any horse show in any capacity.
