Witnesses say on June 6th, 68-year-old Darrell Phillips dragged his horse behind a car. Phillips claims he was exercising the horse the only way he can because of his age.

He says a driver behind him blew their car horn and spooked the horse, causing injuries to its legs.

The horse has been confiscated and charges are pending against Phillips.
