S.C. authorities have arrested the Chester County, S.C., animal-control director for suspected involvement in "hog dogging," a sport where dogs attack feral pigs in a rodeo-style setting.

Vicky Stultz Land, 47, of Chester was arrested and charged with misconduct in office and animal fighting and baiting by the S.C. State Law Enforcement Division.

According to the arrest warrant, Land attended an Oct. 16 "hog dog rodeo" at Discount Lumber Yard in Richburg, about 40 miles south of Charlotte in Chester County. She also attended preparations for the fight, according to the arrest warrant.

"It's a bit of a shock," Chester County Council member James Bruce said Saturday. "It's not something that I would expect of an animal-control officer."

Land has been on administrative leave since Monday, said Gene Klugh, interim county manager.

Her arrest is part of an ongoing state investigation into the hog-dog fights.

Land was fired immediately after a hearing on Wednesday said her lawyer, Leland Greeley of Rock Hill. Greeley said his client is innocent, and that she attended the fight after receiving a 911 call about the activity. Greeley said Land went to the fight to investigate, but doesn't have the power to make an arrest.

Authorities testified that Chester County's animal-control director was caught on videotape attending an illegal dog-fighting event, but her lawyer said she had attended similar events to investigate the crime.

Vicky Stultz Land had been to an earlier hog-dog fight to investigate with sheriff's deputies, lawyer Leland Greeley said.

"She has no power to arrest," Greeley said. "I'm afraid my client is a scapegoat. I believe the evidence will show she did inquire about [animal fighting]. From my knowledge, she had looked into it."

A judge decided Wednesday that enough evidence exists, including the videotape, to proceed with a jury trial.

The Chester Animal Control director arrested for attending an animal fight requested to be placed on administrative leave three days prior to her arrest, a Chester county official said.

Vicky Stultz Land, 47, of 2541 Knox Station Road was arrested Thursday morning by State Law Enforcement Division officials and charged with animal fighting and baiting and misconduct in office. However, she had asked to be released from her duties as county animal control director prior to her arrest, Interim Chester County Manager Gene Klugh said from his home Monday.
