Clint Arnold of Kingsport faces a state charge for animal cruelty, and 38 citations for cruelty and neglect. Kingsport Police searched his home on the morning of Thursday, Oct 21, 2004. The day before, they had seized more than a dozen neglected animals at his house.

Police say they also found marijuana and drug paraphernalia during the search. Arnold is out on bond.
