A St. Johns County deputy responding to a call about an abandoned dog found one chained to the bumper of a vehicle at a mobile home , the sheriff's office said. There was no food or water for the dog, the sheriff's office said. John Edward Ruff, 47, was arrested on charges of animal cruelty and abandonment of animals, the sheriff's office said. He was released from the St. Johns County Jail on a $5,000 bond.
