At least seven neglected animals were discovered at an Evansville residence Monday, including one tethered dog that had mud and algae in its water bowl.
Evansville Police Department officers went to 1107 Oakley St., about 1:42 p.m. to assist animal control officials, who were there investigating several complaints about the address.
According to a police affidavit, officers found one skinny dog tied to a tree with a bowl containing old, murky water. They also found a crate nearby with another dog in it that had been lying in its own waste.
Officers then went to a large pen in the house's rear and found two more dogs, the report said.
Accessible food and a small amount of water were present, but the pen's roof was caved in. The floor was covered in old wood and metal that would often catch the dogs' leashes, the report said.
A key was left in the door of the residence, the report said, so officers went inside after seeing a cat in the window.
Trash was strewn on the floors, there were holes in the floor and there was a strong smell of animal waste, the report said.
Animal control officials recovered all of the animals.
According to the report, Vectren officials told animal control officials the residence had no electricity since March.
Neighbors said that the owner, who lives out of her car, comes about once a day in the late evening to check on the animals.
The police report listed a 53-year-old offender but the name was redacted. It did not indicate if the offender had been located or questioned.
According to the Vanderburgh County Assessor's website, the property is owned by Karen Bottom.
