A Cattaraugus County SPCA investigation into alleged maltreated horses resulted in charges against four Franklinville residents.

Deputies assisted the SPCA in serving a search warrant at 6:30 p.m. Saturday at a Hilltop Lane residence.

Tanya L. Woodin, 31, of Franklinville, with second-degree obstruction of governmental administration. She allegedly untied a horse and made it run away during the investigation.

Three people who lived at the residence were arrested as well.

Randy L. Caswell, 49, was charged with second-degree obstruction of governmental administration and failing to provide sustenance. He allegedly rode away from the residence on a horse to try to keep the SPCA from seizing it.

Jillian S. Caswell, 21, was charged with second-degree obstruction of governmental administration and second-degree harassment and two counts of resisting arrest. She allegedly pushed a person who was trying to load a horse into a trailer. She also allegedly resisted when deputies tried to arrest her and interfered with the arrest of her mother, Deborah J. Caswell.

Deborah Caswell, 48, was charged with two counts of resisting arrest. She allegedly interfered with the arrest of her daughter and resisted her own arrest.

The SPCA seized eight horses at the residence. All four were arraigned in Franklinville Town Court and posted $1,000 bail.
