The Oregon Humane Society has cited a pair of Clackamas County residents with animal neglect in connection with the treatment of a horse named Pepper.
The society had received an anonymous complaint about the malnourished horse in Sandy and investigated. After seeing the horse, OHS cited its owners, Christina and Gerald Warren, with second-degree animal neglect. The charge can bring a fine of $2,500 and up to six months in jail.
Pepper, an 8-year-old Appaloosa, was believed to be at least 200 pounds underweight and is now being treated at an undisclosed location.
"This is one of the most serious cases of malnourishment I've seen," OHS Humane Investigator Austin Wallace said in a news release. "I have no doubt this horse would have been dead in a week's time without our intervention."
