Chicago police arrested a convicted felon and a woman in connection with the abuse and neglect of several dogs at a South Side residence.

Mario Hancock, 29, of the 5400 block of South Shields Avenue, was charged with numerous counts of violating animal owner duties, cruelty to animals and possession of animals by a convicted felon, according to a police news release.

Reanetta Gilcrease, 40, of the same address, was charged with numerous counts of violating animal owner duties and cruelty to animals, the release said.

Officers from the Animal Crimes Team executed a search warrant Wednesday at the Shields Avenue home where they found 21 Doberman Pinscher dogs that included nine adults dogs and a dozen puppies. Police received information that several dogs were inhumanely treated as the animals were left outside without food or water in dangerously cold temperatures, police said.

One of two dogs in the front yard was tied to a tree with a thick metal chain around its neck that was fastened with a padlock. In the rear yard officers found several Doberman Pinschers that were also left neglected and appeared severely malnourished, police said.

The dogs were removed to safety.

The officers then went into the cold and unventilated basement of the two-story home where they discovered a dozen Doberman Pinscher puppies left in deplorable conditions and restricted to cramped cages. Two adult dogs in the basement had no food or water and appeared malnourished, police said.

Gilcrease told police that Hancock owns the dogs and she's a tenant who lives at the home to assist in caring for the animals.

Hancock showed up at the Animal Care and Control office on the West Side Thursday where he was arrested after trying to reclaim the dogs, police said.
