A woman who said she was unsuccessful in getting the city to take care of stray cats in her neighborhood is accused of taking matters into her own hands and drowning a cat Wednesday.

Charlotte Ann Clark, 63, was arrested and booked into the Tulsa Jail on an animal-cruelty complaint Wednesday evening.

Clark told police that she had attempted several times to contact Glenpool animal control officers about several stray cats that had killed birds in her back yard but that she had been unsuccessful, according to her arrest report.

She said she caught one cat in a trap and then placed the trap in a water-filled trash can, the report says. She told police that it takes 20 to 30 seconds for a cat to die that way and that it was the "most humane way" she could think of to kill the animal, according to the arrest report.

The killing had been reported to police shortly before 4 p.m. by a neighbor who said she witnessed it.

Police found the dead cat covered with sticks in a different trash can.

Clark cooperated with officers at her home and after they asked her to go to the police station to continue the interview, according to the arrest report.

She was arrested about 5 p.m. and was booked into the Tulsa Jail about 8:40 p.m., with bail set at $4,000, jail records show.
