A deputy assisting a state probation and parole officer Wednesday found two dogs in emaciated condition outside a home.

Deputy Jessica Hammond said the dogs were so dehydrated and malnourished that she could see the bones through their coats, according to a Pasco County Sheriff's Office report.

They were lying in their own waste and chained to a tree in 92-degree heat without water and food, according to the report, and one dog appeared so neglected that it did not bark.

When Hammond approached owner Latosha Dennis about the dogs, Dennis said the dogs had worms and they "wasted the water," the report states.

"I don't care, let them take the dogs," Dennis, 27, told Hammond. "I am sick of caring for them."

An animal services officer came and took the dogs. One of the dogs needed immediate medical attention, according to the report.

Dennis, of 13353 Center St., Dade City, was arrested on a felony charge of cruelty to animals. She was released from the Land O' Lakes Jail today after posting $5,000 bail.

The condition of the dogs wasn't immediately available.
