A homeless man has been charged with animal cruelty after police say he failed to provide food and water to his cancer-stricken dog while living in a car in St. Charles.

Jacob L. Banbury, 20, formerly of Geneva, was arrested Friday afternoon after officers found his "extremely undernourished" and "emaciated" pet boxer tied to the front bumper of a car parked at St. Charles Public Library, 1 S. Sixth Ave., police said.

According to an arrest report, Banbury, his girlfriend and the animal had been living out of the vehicle for "several months." Police said the male dog did not have access to food or water.

Banbury told investigators he had been caring for the animal -- 14-year-old Zeus -- at a Geneva storage facility, where he kept fresh food and water, and he regularly took it to a veterinarian for treatment of skin cancer.

Banbury was charged with animal cruelty for neglecting "owner duties," police said. He refused to turn over the animal to Kane County Animal Control, police said, but agreed to take the dog to a veterinarian within 24 hours.

He was released without bond and is scheduled to appear in court April 24.
