A St. Lawrence County man was arrested in Watertown Tuesday after a Coffeen street resident alerted police to a neglected dog.
William J. Dempsey Jr., 48, of 123 County Route 4, Ogdensburg was charged with Animal Cruelty when he turned himself in to Watertown Police late Tuesday [March 11, 2008] afternoon.
Dempsey is accused of leaving his dog, “Libby,” outdoors, without food or water, for over 13 hours on Monday. Investigators believe Libby, an Irish Setter-Rotweiller mix breed, was out in the cold from 7:50 a.m. to 9:16 p.m. at 249 Coffeen Street.
