When Miami County Animal Control officers and Troy police officers responded a dogbite call to Otis Jones' Harrison Street address on April 22, they found that Jones had hung the animal in the basement, allegedly after his 2-year-old son was hospitalized due to  being bitten by the family's pit bull.

"We got a call (Tuesday) from (Upper Valley Medical Center) saying a child had been bitten by his own pit bull," said Pat Armstrong, Miami County Animal Shelter director.

Armstrong said she asked the police to accompany the Animal Shelter representative to the residence because the Shelter had dealings with Jones before.

Jones, 21, was convicted of attempted assault in August 2000, according to police department records.

"When we got there he informed us he had hung his dog and we found it hanging in the basement. I know the dog struggled and was tortured for several minutes until it became unconscious and death occurred.

"This is a new one on me, I've never seen a dog hung before," said Armstrong, director county shelter for 14 years. The child, Otis Jones, Jr. was treated and released Tuesday, according to a hospital spokesperson. Armstrong said the child received an undetermined number of stitches to his body and was fortunate to be alive.

The Animal Shelter filed charges of animal cruelty, not having insurance on a vicious animal and violation of the rabies quarantine. Jones was issued summonses.

State law recognizes that only pit bulls are breed-specific "vicious" dogs. With that definition, owners must have $100,000 worth of liability insurance and the dogs must be in locked enclosures at all times." Armstrong said Jones, Sr. violated both provisions.

Case Updates

Jones was found guilty in June in Miami County Municipal Court after pleading no contest to misdemeanor cruelty to animals. In a plea bargain, prosecutors dismissed charges of failing to insure a vicious dog and a rabies quarantine violation.

He was fined $100 and sentenced to 90 days in the Miami County Jail.
