On Thursday, March 6, 2003 at approximately 4:15pm Officer Kelly Seymour of the Humane Society of Sandusky County received a complaint from Deputy Gina Halbisen at the Sandusky County Dog Warden's office.  The complaint was in regards to a dog with an open wound surrounding the neck area.  Upon initial examination, Officer Seymour noted that the wound was from a collar being left on the dog without being loosened as the dog grew.  The open gash was approximately 1 1/2 to 2 inches surrounding entire neck area.  According to Deputy Fred Harris of the Sandusky County Dog Warden's office, he repeatedly gave Ms. Freeman the chance to take the dog to the vet prior to calling the Animal Cruelty Investigator, Officer Seymour.
