Gaffney Animal Control Officer Dwayne Fowler seized a white pit bull at 10AM on January 31 from a residence at 319 Hetty Hill St., Gaffney, another report at the Gaffney Police Department states.

Fowler has cited Desmond E. Bowman, 24, of Berkeley Apartments, Apt. 15 C, 201 Chandler Drive, Gaffney, for ill treatment to an animal.

Employees with the Gaffney Board of Public Works who were working on Hetty Hill Street contacted animal control after noticing a dog that did not appear to have any shelter. When Fowler arrived at the residence, he noticed three dogs chained at the back of the home, the report states. Two of the animals had shelter and water and belonged to the home's resident but a third dog chained to the corner of the house belonged to Bowman and did not have shelter or water, according to the report.

The home's resident told Fowler that Bowman was supposed to come back and get the dog, police said.
