Sentence: Rowe pleaded no contest. In a negotiated sentence, Mooney recommended a six-month jail term, suspended as long as Rowe stays out of legal trouble for a year. She also would be fined $500, with $350 of it suspended, and pay the SPCA $3,265 in restitution for the care of the cats.
