Animal control officers rescued two dogs that were dumped on the side of the road on the evening of April 16, authorities said.

The dogs were abandoned at about 5 p.m., but a woman who happened to be driving by said she saw the whole thing and tipped off animal control officers.

The woman said a man walked away from the dogs and toward his truck, repeatedly telling the dogs to "stay."

Witnesses said the man dumped the dogs in a muddy puddle less than 100 feet from a busy road then left.

When officers found the black labs, they were covered in mud and burrs.

Animal control officers said dumping animals is all too common. Litters of puppies and cats are routinely found in ditches after owners leave them to fend for themselves.

Many times these domesticated animals are eaten by wild animals or hit by passing cars, Newsome reported.

"These seems to be dogs that belonged to someone," Franklin County Animal Control Cpl. Joe Rock said. "They have collars on. I don't know what could have led somebody to do this to such nice dogs."

Officials said the dogs were in fair condition the followng afternoon. Officers said they would focus their energies on finding new homes for the dogs and bringing their former owner to justice.

"If we find out who did it, they face abandonment charges," Rock said. "I don't have any real mercy for them because there are options."
