A 26-year-old Brooklyn man was arrested on March 28 on charges of tossing a barbell at his dog and partly severing its tail. ASPCA officials said Dennis Brown then failed to get his dog, Brandy, the medical attention she needed.

ASPCA Special Agent Robert Clark arrested Brown and charged him with one count of animal cruelty.

Brandy was brought to the ASPCA hospital, where the rest of her tail was surgically removed. She is recovering and may be put up for adoption.
