Two Jack Russell terriers were found hanged. The were discovered by children at Colinvale, a wooded area of Poleglass near west Belfast, on the morning of March 5.
USPCA removed the dogs' bodies for further examination.
At this stage it is believed that the dogs were hanged and police are probing the case.
A USPCA spokesperson said inquiries were continuing into how the animals died.
"We received a phone call from a lady in Poleglass to tell us that her children, who had been out playing in a wooded area, had found two Jack Russells with ligatures around their necks hanging from a tree," he said.
"We have started an investigation on this matter and we would like the owners of the dogs to come forward."
Although the cause of death has not yet been verified, the police are appealing for witnesses. There have been reports that one of the dogs was heavily pregnant.
