On June 12, 2000, a U.S. Department of Agriculture administrative law judge found horse owner David Tracy Bradshaw of Weatherford, Texas, guilty of violating the Horse Protection Act.

"Bradshaw tried to show his horse, Favorite's Fargo, while it was sore, and we caught him," said W. Ron DeHaven, deputy administrator for animal care with the Animal and Plant Health Inspection Service. "Soring is cruel, abusive, and it is against the law."

Bradshaw was fined $2,000 and is disqualified for one year from showing, exhibiting, or entering any horse in any horse show or exhibition. He is also disqualified from judging, managing, or otherwise participating in any horse show or horse exhibition.
