Charles Brown, dog breeder, faces animal abuse charges for the second time in six months, after 17 Pit Bulls were found at his home, four of them dead.
White County animal abuse investigators say the remaining 13 dogs are near death. A man living on the property said the dogs have not been fed since their owner, Charles Brown, was put in jail December 9, 2005 on suspicion of theft by receiving. Brown received a 40 year prison sentence for dealing crack in October 2005, but had been free prior to last week on an appeals bond.
Johnny Griffin, an employee of Brown�s who tends the dogs, had been in jail since December 4, 2005, for failure to pay fines.
Animal abuse investigators say four of the 17 dogs starved to death.
This is not the first time the owner of these animals has faced abuse charges. In June 2005, Charles Brown was given two weeks to clean up his kennels, after more than 30 dogs were found here near death. Charges were never filed.
Investigators were led back to Brown's home December 11, 2005, when a neighbor tipped them off that some of the animals had gotten loose. Jaxie Heppner, an abuse investigator, says she will return to Brown's home tomorrow to check on the remaining dogs and file charges. Stephanie Bell, a cruelty case worker for the international animal rights group, PETA (People for the Ethical Treatment of Animals), said the group will pay as much as $1,000 for information that will lead to the whereabouts of six dogs that White County officials say were stolen from the Bald Knob home of pit bull breeder Charles Brown in December 2005. Bell said the group is working with Det. John Slater of the White County Sheriff�s Department and will utilize the Sheriff�s Department to appropriate the money if a source leads officials to the location of the animals.
Brown had been under investigation for possible animal cruelty since the summer of 2005 when Beebe Humane Society workers visited his kennels and discovered more than two dozen pit bulls in various states of care, some near death, Jaxie Heppner of the Beebe Humane Society said. Brown was issued a warning and had been routinely inspected by Humane Society workers since the summer.

| Posted on Dec 13, 2005 - 4:56PM | Animal abuse investigators say two more dogs belonging to a jailed Pit Bull breeder have died the night of December 12, 2005.
On December 11, 2005, 17 Pit Bulls were found at the home of Charles Brown, four of them were dead. Since then, not only have two more dogs died, but five others have disappeared from Brown's property.
Dustin Winberry was asked to look after Charles Brown's home when Brown was put in jail on drug charges. Winberry says he has no money for dog food and has not heard from Brown in days, stating "I didn't have no dog food."
Investigators say Brown has a history of breeding and fighting Pit Bulls, but he has never been charged with animal abuse. When Winberry was asked if Brown fought the dogs, he stated, �That's none of my business, but I had to break up a fight this morning. It's hard to get them apart."
For some of these dogs, the lack of food coupled with cold temperatures was too much.
