Animal control officers are trying to figure out who hung a puppy from a tree and left it to die. A woman riding a horse through East Fork Lake State Park spotted the 9-month-old Australian shepherd, hanging by a leash in early October.
"There were some claw marks on tree," Clermont County Animal Control Officer Anthony DeRose said. "It's very upsetting, very upsetting."
The woman said, when she swung by the site again, she found two men who claimed the puppy belonged to their brother and said they were going to bury it in the park.
"(It was) a lot of work, somebody having to get buckets of rocks to bring here and dump," DeRose said.
But, he said, that story just doesn't add up.
"If it's his brother's dog, why would he bury it in the state park?" DeRose asked.
