A dog was discovered tied between two trees, muzzled with duct tape and left to die. According to the dog's owners, Rocky ran away into the woods behind their Chester home on July 23.
The only signs of Rocky's ordeal are the tape still stuck to his fur and his bloodshot eyes.
Bob Jenkins, animal control officer, says,"A lot of that would be caused by the dog straining trying to break free."
Bob Jenkins says with this heat, Rocky would not have survived for long.
Jenkins says,"We kind of renamed him cause we found him in the woods, Woody. But we found his real name out."
And now he wants to find out who left this dog to die. "If anybody see anybody that was walking that dog over the weekend or something like that, if they could contact us and we can take it from there."
An East Haddam woman who was at the Chester Vet Clinic during this reunion was so moved and so appalled by how the dog was treated that she is offering a $500 reward for information leading to the arrest and conviction of those responsible.
