Seven cows and four horses are now in the custody of Cameron County health leaders who are calling this a bad case of animal cruelty.
Josh Ramirez, the Brownsville health director says out the seven cows they removed, three died and one was in such bad condition it had to be put to sleep.
Now, he's working with Brownsville police to go after the cattle's owner.
"We don't know why people would abandoned such good cattle, there expensive cattle and so are the horses. Normally for people, it's a pride and joy in this part of Texas having cattle and horses."
A white cow stood out among the others, nothing but skin and bones. Ramirez says you can clearly see it was not taken care of.
Animal control officers removed the cows and horses from a ranch on San Jacinto Road in Brownsville. The animals are now at another ranch being nursed back to health.
"There was a lady that saw the animals in bad shape, a neighbor or someone who was concerned for the animals called us."
Neighbors living in the area say they would rarely see anyone at the ranch. Tubs on the ranch supposed to be filled with water are instead filled dirt and dried debris.
Necropsy reports show four of the cattle died of malnutrition and dehydration.
"Well yeah there's some trees there that provides shade that's not enough like humans they need water and food."
Ramirez says police know who owns the livestock. They are not releasing his name yet, but say they believe they have enough to charge him with animal cruelty.
He could then face one year in jail and a four thousand dollar fine. Investigators have some leads about the owner, his tenants and owner of the livestock.
