Dog neglected, left in basement

Animal control officers described the condition of a dog found March 28, 2005 in the basement of a Providence home as horrible and shocking. The pit terrier was rescued from the Ocean Street home by an animal control officer.

The dog owner, Juanita Rosario, said she's had the pit terrier for a few months and said she does care for the puppy. She said she always leaves food and water and that her landlord is her witness. Her landlord said he doesn't think she was abusing the dog at all.

Rosario said police came to her house on Monday, shortly after the landlord allowed people to tour the three-family home. That's when animal control rescued Rosario's pit terrier from a cage.

"We went to the door and the lady let us inside we went in the basement. We found conditions of the basement deplorable," said Mickey Bailey, of animal control.

Bailey said the puppy had no water, was on a very short electric cord and couldn't reach his food. Feces were all over the place. He said that was when he immediately took the puppy to Warwick Animal Hospital, where the puppy was treated for malnutrition.

"The doctor was very surprised of the condition of the animal," said Bailey. "This is one of the worst one's I've seen."

Animal control said added that the puppy's ribs are sticking out. They will continue to nourish and care for the animal.

Police said Rosario could face animal abuse charges.

Bailey said the puppy was in much better condition Tuesday.

The case is still under investigation.
