Dog abandoned in car

Police filed charges against Helder Delgado, 36, of Warren Avenue, of mistreatment of an animal and abandoning an animal.

"We got a call from a resident of Lonsdale Avenue about a dog that was locked in a car," Muggle said. "We were told the dog had been there for several days. Her coat was thin. Her tongue was dry. A window was partially open, and she was cold and in distress. She was dangerously dehydrated and emaciated.

And even so, Smokey, a 6-year-old pit bull mix, came out of the car looking for affection.

"She was super nice," Muggle said. "As soon as we got her out of the car, she was licking hands and showing some submissive behavior.

"There were feces and urine in one spot in the car." There was no food or water, police allege.

"But it definitely have taken more than a week for the dog to get that skinny. It could have been without adequate food for as much as two weeks."

Delgado was arrested Wednesday at 9 a.m., brought to the station, photographed and fingerprinted, and released with a summons to answer the charges in court.

Failing to provide adequate food and shelter to an animal can result in a possible sentence of 11 months in prison.

Delgado will face charges in District Court.

He gave up ownership of the dog on Wednesday, signing the animal over to the care of Central Falls.

"She is available for adoption now. If we find a good home for her, she is ready to go."
