The U.S. Department of Agriculture recently charged licensed animal dealer Gail Davis, doing business as Personality Plus Poodles in Mountain Home, Ark., with violations of the Animal Welfare Act.
W. Ron DeHaven, acting deputy administrator for animal care with the Animal and Plant Health Inspection Service, a part of USDA's marketing and regulatory programs mission area, said that the charges against Davis are based on APHIS inspections.
APHIS inspectors found that Davis failed to:
-- Maintain complete records showing the acquisition, disposition, and identification of animals;
-- Equip housing facilities with disposal facilities and drainage systems that are constructed and operated so that animal waste and water are rapidly eliminated and animals stay dry;
-- Maintain primary enclosures for dogs in good repair so that they protect the animals from injury and have no sharp points or edges that could injure the animals;
-- Keep the premises in good repair, and clean and free of trash, junk, waste, and discarded matter;
-- Keep interior surfaces of housing facilities that come in contact with dogs free of excessive rust;
-- Remove excreta and food waste from primary enclosures daily to prevent soiling of the dogs and to reduce disease hazards, insects, pests, and odors; and
-- Maintain a written program of disease control and prevention, euthanasia, and adequate veterinary care under the supervision and assistance of a veterinarian.
