A New London woman was arrested Sunday after her dog was found hanging outside her car window by its leash, according to Animal Control Officer Robert Yuchniuk.

The woman went into one of Waterford's retail stores, and left her dog inside her car with its leash on. The woman put the windows down some to give the dog fresh air, Yuchniuk said.

What happened next nearly killed the animal. The dog jumped out of the window, but the end of the leash was still stuck inside the car, Yuchniuk said. The dog was found hanging outside the window, gasping for air, he said.

Luckily, somebody saw the dog and got it free, and called the police, Yuchniuk said. Waterford officers later charged 39-year-old New London resident Nina Wolf with cruelty to animals and illegal tethering.

The dog is okay now, Yuchniuk said.

"She probably didn't know," he said. "It's a good lesson."

New Law

Illegal tethering is a law that just went into effect this year, Yuchniuk said. The law prohibits tethering an animal with a chain less than eight feet, or in the case of Wolf, prohibits the tethering of an animal near an object "that poses a substantial risk of injury or strangulation," according to the statue.

Other provisions exist in the law as well, such as provisions on the size and style of the tether.
