It's hard to ignore four-week-old River's cries, especially for Miss Jackson and her goddaughter, Tanisha Spencer.

"It was just like a little baby at first. It really scared me. She was crying so loud," said Jackson.

They were jogging Wednesday night in Rouge Park when the found the little guy abandoned without food or water.

"She had the courage enough to climb down the rocks, so I was just guiding her and telling her where he was," Jackson said.

It was in a grocery bag where Jackson found the little kitten just two feet from the river, and it was tied so tightly she had to rip it open to get him out.

"Without them he wouldn't have made it," said Deborah MacDonald with the Michigan Humane Society.

Thanks to the two women, River is now making great progress at the Michigan Humane Society in Detroit.

"He's eating with a voracious appetite today, which is great. He's up. He's not lethargic anymore," MacDonald told FOX 2.

The society is offering a $2,500 reward for the arrest and conviction of whoever's responsible for the heartless act that almost killed River.

"It's a pretty heinous act, and people need to realize that there are consequences for their actions," MacDonald said.

Animal cruelty is punishable with up to four years in prison or a fine of up to $50,000.

"I just feel sorry for them that did that, they (don't) have a soul," said Jackson.

If it were up to the two women, they would've taken River as one of their own, but Jackson told us, "I have a dog."

"I'm allergic, but believe me, I would if I could," said Spencer.

"We really did want to keep him because he was so sweet," Jackson said.

If you're wondering if you can adopt River, you're going to have to wait up to three weeks. He's got to make a few more friends first.

"Right now, we want to try to find some buddies for him now that he's doing better and get him into foster care," said MacDonald.

Which from the looks and sounds of things shouldn't be too hard for him to do.
