A city woman was cited on animal cruelty charges Tuesday for allegedly failing to properly care for two horses.

Maureen Kenney, 707 Hanover St., was issued a misdemeanor summons for two counts of animal cruelty after authorities found two horses at 705 Westfield Road that were allegedly not being properly fed or taken care of, according to Sgt. Leonard Caponigro. He said the horses were suffering from weight loss and were having trouble breathing.

Kenney was released on a promise to appear in Meriden Superior Court on May 13.


Case Updates

The state is pursuing animal cruelty charges against a city woman who allegedly failed to properly care for more than a dozen animals.

Maureen Kenney, 63, 707 Hanover St., Meriden, was arrested on an outstanding warrant from the Connecticut Department of Agriculture on May 13. The warrant stated that she had failed to care for 10 horses, five rabbits, two goats, three dogs, two cats and a duck, which were being kept at her Hanover Street home and the Bilger Farm property on Westfield Road.

The state seized the animals, many of which officials said were severely malnourished, and brought them to various care facilities around the state to be rehabilitated. Raymond Connors, head of the DOA's Animal Control office, said the horses were being cared for at York Correctional Institute in Niantic as part of a special program for female prisoners, and the other animals were at municipal shelters around the state.

DOA Commissioner Steven K. Reviczky said the animals' conditions had improved significantly since May, and that agents had urged Kenney to improve her care of them before the seizure took place.

"Ultimately, we had to intervene and remove the animals to ensure their health and welfare," he said in a statement.

The animals are expected to be put up for adoption once they are returned to full health.

Kenney was arraigned in Meriden Superior Court on Monday morning, and was released on a promise to ap-pear on Sept. 12. She has not entered a plea.

Connors said charges against Bill O'Brien III, who had one horse seized from the Bilger Farm property as part of the same DOA raid, were still pending.
