Man arrested and charged with cruelty to animals.

Eduardo Morin-Garcia (40) was given a $5K dollar bond on one count of Cruelty to Animals.

Police responded to the 1300 block of East 21st Street regarding an animal disturbance call.

A woman reported hearing her dog barking constantly and this is when she went out to check on her dog and noticed that her neighbor was in her yard.

She then saw as Eduardo Morin-Garcia struck her dog with a broomstick.

The dog is said to have started to whine after being struck.

She confronted the neighbor regarding the incident, but the neighbor just left to his residence next door.

The owner of the dog did not know what kind of injuries the dog might have sustained as a result of the blow with the broomstick.

There were no visible injuries.
