The owners of 20 dogs and 2 cats in Newell face animal abuse and neglect charges. Authorities rescued the animals Wednesday after complaints they were being mistreated and were not healthy.

According to a news release from the Butte County Sherriff's Office. the dogs and cats were taken from the home and impounded.
