A man accused of trying to drown his dog in a bathtub was charged Thursday with animal cruelty.

Casey Purser, 19, faces up to five years in state prison if convicted of the felony count.

Los Angeles County prosecutors said Purser became angry on Monday when he came home from jail on an unrelated drug case, and discovered his pet Shih Tzu defecated on the carpet.

He threw the dog named Toby into a bathtub and held under water until a neighbor intervened, prosecutors said. The woman rescued the dog by giving mouth-to-mouth resuscitation while her sister drove them to a veterinary hospital.

"I grabbed the dog, and I started rubbing him and breathing into his mouth," said a teary-eyed Ashley Chase at a Thursday news conference. "There was too much traffic. At one point I jumped out of the car and ran the rest of the way."

The dog was resuscitated with oxygen and its condition stabilized.

Police arrested Purser Monday when he arrived at the veterinary hospital to pay the bill.

Purser could not be located for comment. His phone number was unlisted and authorities were unsure whether he had retained an attorney.

The dog was placed in the care of a police animal cruelty unit.

A Van Nuys man who pleaded to trying to drown his Shih Tzu "Toby" after the dog defecated on a carpet was prohibited today from being in contact with dogs or owning or possessing any animals while on probation.

Deputy District Attorney Jane Creighton said 21-year-old Casey Purser also must complete a year-long animal cruelty course as a part of the five years of supervised probation imposed by Van Nuys Superior Court Judge Richard Kirschner. Purser, who pleaded no contest last year to felony animal cruelty, already had relinquished custody of "Toby" and another dog, a pit bull puppy named "Evesue."

Purser pleaded on June 27, 2008, and was ordered to undergo a diagnostic study. Those studies are done at state prison by the Department of Corrections.

He remained in custody pending sentencing and the judge today determined that the defendant had completed a year in county jail, which was part of a negotiated plea in the case.

Officials say he tried to drown his dog after the pooch defecated on his carpet last October. Casey Purser, that 20-year-old Van Nuys man, plead no contest Friday to a felony charge of animal cruelty.

Superior Court Judge Richard Kirschner ordered Purser to undergo a 90-day diagnostic study in a state correctional facility, according to Deputy District Attorney Jane Creighton.

Purser, who is free on bond, is expected to surrender Aug. 4.

A sentencing date will be set at a later date.

Officials said that Purser threw his Shih Tzu named Toby in a bathtub and tried to drown the dog after he returned home from jail on an unrelated drug case. Purser said the pooch had defecated on the carpet.

A neighbor rescued the dog, administered mouth-to-mouth and took the dog to a vet where he was revived.

Purser's other dog, a pit bull puppy named Evesue, was confiscated following his arrest at the vet's office.

A 20-year-old Van Nuys man who allegedly tried to drown one of his dogs was ordered Thursday to stand trial on a felony animal cruelty charge.

Van Nuys Superior Court Judge Jessica P. Silvers found sufficient evidence to allow the case against Casey Purser to proceed to trial.

Purser is accused of throwing his Shih Tzu, Toby, in a bathtub and attempting to drown the dog last Oct. 1 after returning home from jail on bail in an unrelated drug case and discovering the canine had defecated on the carpet.

A neighbor rescued the dog, administered mouth-to-mouth resuscitation and took the animal to a veterinary hospital, authorities said.

Purser was arrested when he went to the veterinary hospital to pay the medical bills, authorities said.

Investigators confiscated a second dog from the defendant, a pit bull puppy named Evesue, upon his arrest.

Purser is due back at the Van Nuys courthouse for arraignment March 20.
