Person of Interest: Cindy Brook
In September 2003, the U.S. Department of Agriculture charged animal dealer Cindy Brook, doing business as Cindy's Noweta Chihuahuas in Neosho, Mo., with violations of the Animal Welfare Act.
Chester A. Gipson, deputy administrator for animal care, said that investigators can prove that Brook sold more than 100 dogs in commerce without being licensed. Each sale constitutes a violation of the Animal Welfare Act.
