A South Florida man is accused of torturing a duck that was later found dead.

Hoang Van, 45, was arrested Monday on a charge of animal cruelty causing death.

According to the Fort Lauderdale police report, witnesses said they saw a duck "tied around the legs quacking and flopping all around the inside of the car" for more than an hour.

A police officer called to investigate found blood on the car's floorboards and in the back seat. The officer then spotted the dead duck next to a dumpster near the car.

Alan Newmark told Local 10 he witnessed Van hurting the duck.

"The duck flew out of the front seat," Newmark said. "He was suffering. He couldn't breathe for over an hour."

Newmark said the duck "needs justice."

During his initial court appearance Wednesday, a judge ordered that Van be held without bond.

"The court would submit that if you tie up an injured animal and leave the animal in the car for an hour flapping around like that, that's probably unnecessary pain and suffering to that animal," Judge John Hurley said.

Van was out of jail on bond on a cocaine possession charge. The felony arrest was a violation of his bond.
