Snohomish County animal control officers are recommending that an Everett-area farmer be charged with first-degree animal cruelty in connection with the alleged mistreatment of his horses.

Animal cruelty officers allege that the man, 72, has not provided proper care to his herd along E. Lowell-Larimer Road for several years.

Their case was forwarded to county prosecutors this week, said Vicki Lubrin, the county's licensing and animal control services manager.

They also are asking for animal cruelty charges in the second-degree. At least one of the man's horses already has been seized in the case.
