Ashley Nicole Miller, a Killeen woman who attempted to run an animal rescue out of her home, is back in Bell County Jail after being arrested a second time on animal cruelty charges.

Miller, 26, was arrested Wednesday and charged with cruelty to non-livestock animals. Justice of the Peace Bill Cooke arraigned Miller Thursday, setting her bail at $5,000.

Miller was also charged May 5 with cruelty to non-livestock animals, a class-A misdemeanor.

The latest charge stems from Miller's apparent attempts to neuter two dogs.

An officer from Killeen Police Department observed two dogs with injuries to their genitals resulting from a rubber band being wrapped around the dogs' testicles, a form of castration sometimes used with livestock by cutting off blood circulation.

The officer stated in an arrest affidavit that he observed one dog with a rubber band wrapped around its genitals and another with bruising consistent with similar treatment.

Miller ran an informal group she called Killeen Animal Search and Rescue. She used the websites Facebook and Craigslist to help place dogs she rescued or help pet owners locate lost animals.

Miller appeared to have shut down her operations from her home in the 1000 block of North 18th Street following a confrontation with zoning officials. She took down the group's Facebook page and stopped posting ads on Craigslist.

However, on March 7 officers searched Miller's home and located a kitten that appeared sick, malnourished and covered with feces.

According to the Bell County Court Clerk, Ashley Nicole Miller is scheduled for Jury Trial on April 2, 2012 at 9:00 am for both misdemeanor animal cruelty cases: 2C1104642 and 2C1105075.
