Patrolman Scott Daniels of South Abington Twp. PA called for assistance for a dog tied in the parking lot of the Ramada Hotel in Clarks Summit PA. The dog had no shelter , shade or water. The temperature as noted by Officer Daniels was 100 degrees. Hotel guests gave the dog water and tried to locate the owners who were in the hotel restaurant. As Officer Daniels entered the restaurant, the owners, Mr. and Mrs. Gary Moss, were exiting. They claimed that they were in the restaurant only 45 mins and were informed by Humane Officer Sandy McCarthy and HSLC staff member Terrie Cozart that it is law in the state of Pa that a dog must have adequate shelter against the elements and water. The Moss's questioned the law's application in light of the 45 min period that the dog was without water and were given a copy of this section of the cruelty law.
