While stopping to check on a problem with their truck, two Humane Officers noticed a man walking an emaciated pit bull. The man, Jamerson Johnson, 1626 Touro Street, could not offer identification and told the officers that he was walking the dog to the veterinarian. Mr. Johnson could not remember the doctors name. The dog was impounded pending a health evaluation.

When Humane Officers arrived at the home address, they saw two more dogs in poor health, chained to one another and a fence. The owner said he wanted the dogs to mate, which is why he chained them together.

Mr. Johnson was arrested by NOPD and charged with 3 counts of animal cruelty. The three dogs are being held at the LA/SPCA. Two of the dogs have a skin condition, are thin, and have puncture-type wounds on their bodies.
