Rodney Woolston, 42, was banned from keeping animals - apart from snakes - for 10 years after he was convicted in 1999 of cruelty to his German shepherd dog.
But an RSPCA inspector found he had another German shepherd dog at his home in Mill Street, Mildenhall, in December 2005 together with a cockatiel.
When the inspector called again in May he had a cockatiel in breach of the order.
Woolston admitted two charges of breaching the ban.
Magistrates at Bury St Edmunds gave him a two-year conditional discharge and ordered him to pay £500 costs to the RSPCA.
Michael Taylor, prosecuting for the RSPCA, said Woolston was given the option of having the dog and the bird rehomed.
But he refused and as a result he was prosecuted.
