A Plant City man was arrested on Oct 30 on charges of animal cruelty. Deputies came to Henry Leonard Phillips' house to serve a warrant for habitually driving with his license revoked. They found a 6-month-old female pit bullterrier dead near the house.

A male pit bull was emaciated. A third dog was improperly confined without food or water, said Marti Ryan, spokeswoman for Hillsborough County Animal Services. Phillips was arrested on two charges of cruelty toward animals, and three of improper confinement. He was jailed without bail.
